ROING, Jul 12: Deputy Commissioner of Lower Dibang Valley District in a notice to all the citizens of the district has asked them to refrain from illegal cultivation, sale and use of Opium, marijuana and Gutka in the district citing that the use of opium not only spoils the lives of innocent youth but also deteriorates the society at large.
The notice shall come into force with immediate effect in the district of Lower Dibang Valley District and if any person is found violating this order he/she shall be punished under appropriate section of law, it said.

SHG Training on Microenterprises
ITANAGAR, Jul 12: Two days SHG training on developing Microenterprises and book keeping was held at Khonsa from 8 to 9 July. It was jointly organized by Support Center State Microfinance Vision and DISHA a local NGO.
Total 60 participants from 15 SHGs participated in the programm. Many of the participant groups were formed by the ICDS functionaries. During the programme special focus was given on understanding business opportunities and book keeping. Second day was devoted to practical demonstration on making Tapioca Chips. Group discussions and interaction with individual members were the specialty of the programme.
The camp was inaugurated by N. Tangjang, Labour and Employment Officer, Khonsa, Vijay Swami and Lomi Lionggi from Support Center, Pfokho John from AIDA, Wangfyak Wangsu and Gopal Bayang acted as resource persons for the programme.

Lastly, it demanded constitution of a high power committee with members from all civil societies and apex contractors association to find out the Govt servants who are involved in business activities and contract works in the name of their close relatives. As per rules and established norms they cannot do any contract or supply work even in the name of their relatives so long they are enjoying the office of the profit, the Association said. It threatened to launch democratic movement if the Govt fails to pay heed to their demands within a stipulated time frame.

ITANAGAR, Jul 12: The Lohit Valley Dam Affected Citizen’s Forum’ (LVDACF) was formed to protect the interest of the project affected people of 1750 MW Lower Demwe Hydro Electric Project proposed to be built on river Lohit.
Praveen Tayang and Suraj Tayang were appointed as Chairman and General Secretary respectively while all the clans of the project affected families residing both sides of the banks of the Lohit river, viz , Tayang, Takaliang, Thalai, Mam, Yun, Brap, etc. would be the members of the Forum, according to a release.
Describing the main aim and objective of the Forum, the release said that despite welcoming the project, the citizens were unhappy over the meagre land compensation being offered to them.
“Several petitions were submitted pleading for substantial enhancement of the land rates by different individuals and clans. However, the lukewarm response of the authorities concerned had made the people apprehensive,” it said.
Besides, they are alarmed by the government's past records of facilitating the acquisition of the native's land for the corporate at throwaway price and often excluding them from sharing the benefits, the release said, and added that the Forum would take up the rightful demands and grievances of the affected people with the authority for redressal.
The mega hydel project which got the "environmental clearance" on January 12, 2010 is still awaiting ‘forest clearance.’

Govt urged to improve potable water supply system
ITANAGAR, Jul 12: Achung Yumlam led group of All Nyishi Youth Association (ANYA) has urged the state Govt to formulate a concrete policy for improvement of drinking water supply system in the twin capital city of Itanagar and Naharlagun.
Drawing the attention of the Chief Minister and PHE ministers towards the reported irregular water supply in the twin capital for the last two years, the ANYA said that citizens of the capital region are often depending on rain water for many days due to inadequate and irregular supply of drinking water by the department concerned. Though the department is collecting massive water revenue, the citizens are deprived of regular and adequate water supply which is considered as essential service, Yumlam said.
It also questioned the department on utilization of central fund provided to the state for augmentation of the water supply project.

Wild and unfounded allegations

This is in response to the press release by the so called ALSU (All Longsom Students
Union) of Longding regarding allegation of irregularity in distribution of wages
to job card holders and misappropriation of fund under MGNREGS which appeared on
23/06/2011 and 8/7/2011 of your daily respectively. It is very unfortunate that wild
allegations are leveled against the departments and the administration without any
basis, truth and more importantly idea on the issue. The fund under MGNREGS is released
by the Ministry of Rural development GOI to the district. The fund so received is
further transferred to the concern BDOs/POs by the District Programme Coordinator
as per the number of households. The BDO/ Programme officer take up works in the
village panchayats on the annual work plan prepared and passed by the respective
Gram panchyat as per the available fund received from the DPC, thus providing employment

Dear Editor,
One NGO namely Sango Lamte Foundation, East Kameng District is relentlessly engaged in defaming my hard earned reputation on the ground that I had illegally appointed Anung Welly as SCO in Art & Culture Department and obtained fake certificates by forgery. The society is not only going to print media, visual media but even filed FIR against Atum Welly and me. I refrained from issuing my version of story to press media as advised to me by well wishers and friends. But now it is high time for me to clarify my action in whole episode.
Anung Welly and other 3 persons were appointed to the post of Staff Artist on adhoc
basis by the Minister Art & Culture vide DAC/E-
Of course it was me who had to initiate the case of Miss Anung Welly for promotion to the SCO on purely temporary basis, against a deputation
vacancy till return of regular incumbent to the post. I have also endorsed the file to govt for regularisation of her service on 3/6/08 and in that note too no where it was mentioned that her educational qualification was graduate. So Committing of forgery and obtaining fake graduation certificate does not arise. If there was any lapse of procedure in appointment and promotion of her, the aggrieved party should have filed civil suit in the High Court as is done in so many illegal appointments and after verifying the merit of the case it would have been declared illegal by the Hon'ble High Court with direction to terminate her service. The motive behind going to press, filing FIR is purely political vindictiveness against Atum Welly by group of people whose candidate was defeated in last Assembly Election by him. Moreover, had they been without any vindictive motive, would have named C.S.Jeinow also as initial appointment of Anung Welly was made by him. I have never been posted in the Department of Tax & Excise, but my name is dragged in the appointment of Akung Welly as Tax & Excise Inspector. Instead of naming the officers name who had processed file of his appointment, mention of my name also shows biasness towards me.
So far the fake certificate of Anung Welly is concerned it was obtained by the Director Art & Culture from D. C. Aalo vide Fax message dated 26/8/10, but it was not known who had planted that fake certificate at Aalo.
Since Payi Gyadi and Kuli Tachung have filed an FIR I also request the concerned Police Stations to investigate the matter thoroughly so that the fake certificate racket could be busted and real culprits brought to light. Such Acts of Sango Lamte Foundation Society only shows their ill motive to harass Atum Welly and me.
I do not remember Payi Gyadi meeting at any time, but I know Chapo Cheda, who is issuing statements demanding my resignation from the post of the Chief Information Commission as a President of RTI Forum. My first meeting with him goes back when I was posted as the Deputy Commissioner, East Kameng District Seppa. His name along with few others were recommended for land allotment at the field where different functions are held, by my predecessor to govt. when Public and students came to know about it there was hue and cry against the allotment. Although Govt. approved the same for allotment I refused to issue allotment order. Chapo Cheda along with Bimal Welly met me at my residence with a request to allocate a alternate plot within the four wall of ADC's residence. That too I have refused and asked them to see alternative suitable site. But before he could be allotted land at suitable site I left Seppa on transfer to Itanagar. Now to my astonishment I was told that he is taking revenge upon me for my failure to allot a plot of land at Seppa in his name.
So far planting of pistol in the car of Mr Pai Gyadi is concerned to implicate him, I also strongly condemn same and urge police to make a thorough investigation to identify culprits behind it. Not only Payi Gyadi, many RTI activists are facing threats. Even the same case with many PIO's. I appeal everyone to restrain themselves and use the provisions of RTI Act for the best of society. I am also accused of hiking fee, price of publication etc. for information sought to ten rupees, which is also false. The said order was issued by Department of Administrative reforms vide Gazette notification on 1st October, 2010, where as I have joined Information Commissioner on 1/3/2011 only.
At last I would like to ask one question to all learned citizens “did I commit a crime by marrying sister of Atum Welly?”
